A Union Signed in Blood

The time had come; Rin allowed a smirk to dance across her lips as she strode into the council chambers, the entourage of diplomats following her into the chamber in a formal procession, throughout the past month they had all been working diligently to lay the groundwork for this meeting, deals had been made in back rooms, individuals in redundant positions promised payouts and agreements were made to ensure no one of importance would be disrupted or disgruntled with the arrangements, the meeting now was, for the most part a formality, Rin herself had made arrangements with the lady of Ketsugakure, nights of tender discussions over quiet meals and whispered promises between the two of them in place to ensure an agreement that was mutually beneficial; now all that remained was the formality of this meeting. 

Rin took the seat that had been arranged for her, one off to the side of the table, not a position of importance, after all this was not her show, instead once everyone of importance had taken their seat the diplomats would begin their job, laying out the proposal for all to see, speaking of the bright future that the joining of two nations on equal terms would mean, and of the assurances all in the village were afforded, those that wished to keep their positions would be allowed to do so, being rolled into the structure of the new allied village whilst those who sought to step back and take a more passive role would still be given that chance. Through it all Rin would simply sit there, watching the proceedings with the commensurate ease of one who has moved through the circles of high society, watching for any signs of dissent or disgruntlement, ready to interrupt if needed but otherwise happy to simply observe. Of course should everything go to plan the agreement would be finalized and Ketsugakure and Tanbogakure would become one.

And so the agreement was finalized, the diplomats had done their work well and none had voiced dissent. Rin let a faint sigh of relief pass her lips, she was tired and ready to return to Tanbogakure, whilst profitable this journey had pulled her away from other projects for far longer than intended. Standing with a formal bow she gave those gathered a brief adress, a speech prepared in advance by her diplomats speaking of the bright future that had been secured this day before departing, for now she had left those in power in their roles, for those that sought to leave they would be given the opportunity in the coming days, for now it was time to go home.

Naturally, if the leadership of this village are willing to accept the assimilation, then they can do so at their own discretion.

I'm still claiming wc for this; it was a mutually agreed upon thread where i was ghosted, the assimilation void is fine if somewhat nonsensical in terms of general world lore
