Ayato received the letter at his desk. He realized it was one of urgency, and there was only one man in the world with that ugly handwriting, and that was one of his Nova. Hardly making out the words made out of disfigured letters and cheap ink, it seemed that the old boy wanted access to the library of secrets of Hoshigakure. Oh well, in for a penny in for a pound. The Vulture was twice the decorated world hero and deserved his reward. Once he was done, he gave the letter to a messenger of his choice that would deliver it to the Vulture discreetly.

The Doctor would take the letter. Go to the library and request the scroll. Once recieving the scroll he would read it. And give it back. He had to work on the seal formula. But not before returning to BBB and taking down the body parts sign.
