Strengthening the Fire Nation [P;Closed]

After reviewing the state of the Chuunin exams, it is highly disappointing, drop outs, and those that did not even have the respect to show up filling this exam, their actions highly disrespectful to the Fire Nation. Entering the office of Hokage once more Viper takes it upon himself to issue out orders for the nation, he may of given up his seat as acting Hokage, but his power still remains, and the reforming of his nation he takes as himself taking up the title of Fire Lord once more, seeing as it is his empire reinstated. With this Viper sits behind his desk, his successor not here for whatever reason, he should really make his own office if he is going to keep popping back and forth to help. Pulling forth four scrolls and his ink and quill he begins to write the following upon each scroll, filling out the names accordingly.



Dear ____kage,

After reviewing the state of the international Chuunin exams, it has come to my attention that it did not have the desired effect it should of had, a joining of nations to strengthen their ninja together. Instead of this, it has been filled with drop outs, and no shows. I find this to be highly disrespectful, so to remedy such, I am ordering each village to do their own examination of their ninja, and respond back with the results, letting the Fire Nation know the state of their ninja. Should this not be done as ordered, those who do not do as ordered will no longer be treated as allies to the fire nation, and will not be recognized as Kage of their own land, all power will be stripped from the village with any hostile response being treated as the initiation for war.

Once written upon each scroll Viper preforms his own method of delivery, he has been to the villages all before so why waste the time with messenger birds? One after another the scrolls vanish in crimson, only to appear upon the desk of each Kage in the aforementioned crimson flash. This situation along with demanding an evaluation of the allied villages ninja, also sends it's own personal message through the mans signature and the crimson flash that delivered the scroll, Viper is back in this world.
