Skill Name: Raijin's Legacy
Appearance: No visible change of appearance.
Backstory: Those with the Seikatsugan have the capacity to truly call themselves masters of lightning, their clan having supposedly been blessed by Raijin, the god of natural lightning, thunder and storms. Due to this blessing, their body and eyes build up electrical energy, a fairly unique trait. While this building of energy was visually intimidating, they needed to create a way to release said energy. That is when efforts were made to develop ways to utilize this previously untapped resource. 


Effect: Seikatsugan builds up Charge Counters as they utilize lightning release techs. These bits of pure lightning chakra energy can be put back into the users abilities, allowing more powerful effects. These counters can only be spent on techniques of the lightning element or Advanced Elements that utilize Lightning as a component, like the Raiten''s own Yellow Lightning. You must decide upon the activation of a tech to spend these Charge Counters, and cannot adjust a tech after it has already been activated. 

You can spend any charge counters you have build up to add effects below. Should you have 2 Charge Counters, you could use them to fuel an ability with two different options from the "1 Charge Counter" list, or one option from the "2 Charge Counter" list. Any technique powered up with a Charge Counter is referred to below as an "Energized Technique"


Spending 1 Charge Counter can:
- Increase the range of an Energized Technique of E/D/C/B/A/S rank by 1/2/3/5/8/10 meters [Range]
- Increase the duration of an Energized Technique by 1 Round (User must still pay all relevant upkeep AP costs) [Duration]
- Decrease the cooldown for the Energized Technique by 1 Round [Cooldown]
- Remove any Elemental Disadvantage the Energized Technique has during clashing [Clash]

Spending 2 Charge Counters can:
- Increase the range of an Energized Technique of E/D/C/B/A/S rank by 2/4/6/10/16/20 meters [Range]
- Increase the duration of an Energized Technique by 2 Rounds (User must still pay all relevant upkeep AP costs) [Duration]
- Decrease the cooldown for the Energized Technique by 2 Rounds [Cooldown]
- Remove any Elemental Disadvantage the Energized Technique has during clashing and generate Elemental Advantage during clashing [Clash]


Please note: 

You cannot spend Charge Counters on the same effect tag twice. In example, you would not be able to decrease the cooldown of an Energized Tech more than once, even if the effect is found in different spending tiers. You could not spend 1 Charge Counter to "Decrease the cooldown for the Energized Technique by 1 Round" and 2 Charge Counters to "Decrease the cooldown for the Energized Technique by 2 Rounds" resulting in 3 Rounds. Refer to the tags at the end of the effects. You cannot use charge counters to use the same tag twice on the same Energized Technique.

Techniques that fall under the "Special Technique Guidelines" cannot have their durations extended through the use of this skill. This means that you cannot extend something like an "Enhancer/Booster" through the use of this skill.

Also, as per usual multiple sources of cooldown reduction on the same jutsu do not stack. Only the highest value applies, so this skill would not be allowed to be stacked with something like "Ceaseless Dedication to the Art" to further reduce cooldowns. 

The [Cooldown] and the [Duration] tags cannot be both used to adjust the same technique.
