Rumors of Ame plot

Hokage,
One of my shinobi was approached by a shinobi from Amegakure who stated the village's leader is a tyrant and is plotting against the 5 Nations. While I'm unsure of how trustworthy this shinobi is, and doubt that Amegakure has the strength to challenge all 5 Nations, I personally believe that this matter should be investigated. However I don't wish to send shinobi to Amegakure without first consulting you and the other 3 Kage. Please send me a response with your opinion on the matter.

Den finished the letter rather quickly. He figured this would be the wisest option, to inform the other Kage of his actions so that they wouldn't think he was doing anything suspicious. He didn't want to cause a conflict over a misunderstanding, and while he didn't see Konoha, or most of the other villages in fact, being bothered by him sending shinobi to Amegakure, he liked to be safe and not assume things.
