Appearance: Depending on the users own chakra it emits their own energy forcefully into the world in the form of shockwaves extending outwards . If the user is call the visible chakra will be sublime with gentle pulses outwards. If the user is more chaotic the charts chakra will rage out violently. Each person is different therefore the color depends on the user.

What it does:  Once activated the user forcibly exerts their energy and will on to the affected individuals to disrupt the body lowering the natural out put of it by forcing the body into rapidly entering a less optimal state. It forces the body to work harder to produce what it naturally can do by taxing the nervous system. When a target is affected by this technique, the user applies a -70 debuff to two stats of the user's choice.

Additionally the user may choose one of the following to affect the target for the duration of the technique:
-Debuffs the target's DR pool by 70
-Remove the target's ability to use the chakra control discount
-Remove the target's reflex speed
-Drain 70 AP per post affected

The target may resist the effects of this jutsu by having a higher chakra than the power of this technique.
This jutsu also doesn’t interact with physical techniques/jutsu ( IE it won’t debuff a fireball)

Due to the nature of this jutsu each person in the vicinity will be affected if they can’t resist its effects. Only the user is unaffected because the waves move outwards from the body.

So I looked at this again, unfortunately I will have to deny this app.

The ability to shut down innate buffs from bloodlines is something that will not be allowed in this landscape. You may request a second opinion if you wish.

No disrespect to you and I appreciate you taking the time to grade it. Can you explain to me why it’s denied? If I’m correct you can get what, +50 from them correct? Besides some random ones I’ve seen. People can actively boost +90 to any stat they want. The -25 shouldn’t be a factor at least I thought. I don’t want a second opinion, I’ll work with you if there’sa way to not out right deny it. Thanks in advance.

Per discord discussion with the poster and staff, the following compromise was reached:

>Change the specialty of this jutsu to Medical

>Remove the following:
-The health of the technique
-"Effectively disabling all innate buffs for 4 posts (IE clan bonuses, DR, any passive bonus that is granted stat wise). Active boosts, amplifiers, and the like are not affected by this jutsu."
-This jutsu can be resisted if the affected has a higher vigor stat than the user at the time of activation or can raise it higher after. Once resisted all innate stats come back.

>Replace with the following:
