Hunt or be hunted [Letter]

A creature as dark as the imagination of a paedophile in a nursery flew into the Hokage chambers, of course, this creature was a raven, and the prior description was rather pointless but remained for minor dramatic effect and to set the mood. Perching on the window sill after it entered, it'd caw quietly, a small letter tied around one of it's legs. When removed, the letter would read the following:
"Dear Jason Senju,
Congratulations on becoming the Hokage of Konohagakure, I understand that times must be difficult and you're worrying about the safety of your village, or at least, should be. I can eliminate that worry to save your precious forehead a few wrinkles and difficulty sleeping as the entrails of your shinobi slush to the floor. I would like to be able to dispatch a troop, or three of my Hunter-Nin towards your village in order to help make the criminal shinobi extinct. Of course, I would like that this matter be settled thoughtfully and with great care in your actions, we offer you a chance to protect your villagers, and a chance for me to strengthen my own. I hope for my shinobi to be spilling the blood of the unjust in your village soon. Your response is awaited eagerly.

Jason was at his desk, his messy black hair fell through his fingers as he leaned his head on his hand. It was quiet today. Nothing unusual had happened, not yet anyway. Jason's fox Nami would be asleep in her usual spot atop a cabinet in the corner near the door. A small tapping could be heard coming from one of the windows that lined his office. Jason looked up and saw a crow at the window, black as the darkest night.
Jason would get up and let the crow in, yet it would stay perched on the window sill. Attached to one of the crows legs was a small letter addressed to Jason. He would take the letter from the crow and read it silently to himself for a moment. "The Mizukage huh?" Jason muttered to himself when he was finished.
Walking over to his desk, Jason would take out his own paper and begin writing his response. When he was finished he would tie the letter back onto the crow's leg and watch as it took off toward Kirigakure. Jason was sure his response would not please the Mizukage. Once opened, the letter would read as follows.
"Dear Atlas Gyojin,
Thank you for the congratulations on my new position. Of course as Hokage I am always concerned with the well being of my village and it's ninja. However I must, with all due respect, decline your offer of sending hunter nin into my village. First and foremost this is our village and the ninja of Konohagakure will clean it up themselves. I have complete faith in them to do so. On the other hand if your village has any wanderers based out of Kirigakure it would be my pleasure to allow them entrance to Konoha and allow them to hunt any missing-nin they please within it's walls. Thank you for your consideration.

Looking towards the raven when it arrived, he neatly removed the letter from it's leg. Reading the contents, a small smirk formed upon his lips as the idea of traveling came into his mind. When was the Kage summit, anyway? Moving the letter towards a candle that was burning atop the desk, he allowed the parchment to become riddle with flame before crumbling into ashes. Perhaps another time.
