Voiding topic because Mitsui has no IC reason to not go back to Iwa and report to his leader after what happened in Yuki. Also Tenga is not even on his list of villages to go to so why he wen't there makes no sense. Also Mitsui has not shown signs from any post i'm reading of him being able to betray his leader so this switch from ready to take on a mission to ready to betray your village is not legit.

(Mitsui thought that moving to a major village would be good for his development. He decided that since he failed the mission Kozai gave him, he thought that the moment that Kozai sees Mitsui, Mitsui would not know what killed him. Mitsui would quickly travel to Tengagakure and see what is up for him.)

If you're going to use that as your reasoning I will say this is null as well. Kozai never inferred anything bad happening to you for failing and seeing as you are a genin in rank it would be on him anyway for sending such a low ranking ninja to do something that only Jounin should be doing honestly.
