Meeting the locals [Open, NK, NS]

Arcanis's clone strolled around town while he waited hoping to meet someone.  He stopped to get something to eat and waited in a public place.  Arcanis loved the rain.  Always had.  There was something peaceful about it.  Arcanis watched the rain and everyone who walked by.  Carefully he let out his chakra seeing who might pick it up.  He would be interested in meeting anyone sensative enough to notice him.  Arcanis turned his attention away from the street.  The rain falling soothed Arcanis's mind.  Closing his eyes he waited focusing chakra to his eyes.

At maximum speed, Kozai splashed down on a disk of water about 2 meters to the right of Arcanis. As he did so, he would keep the rain off of himself and Arcanis, preventing them from getting wet. He had found Arcanis using his own Mind's Eye of Kagura, and so it was pretty easy to see Arcanis' chakra signature. He had finally found his partner, and was slightly irritated. "Arcanis, we need to get going to Takigakure. I saw your long-distance clone follow me all the way out, but I just wondered; is there anything you wanted to discuss with me before I leave, now that Near's gone? I don't know about you, but I feel awfully suspicious about sending two chunin into a village to kidnap a ninja." This was his main concern with the mission.

Arcanis saw kozai coming from a long ways off.  Arcanis sometimes wondered what was going on in Kozai's head.  As he landed 1.98756829 meters from him, Arcanis felt the rain stop over him.  The peaceful soothing rain.  Arcanis ended his jutsu and turned to look at Kozai.  His earlier calm was gone.  "why did Kozai always make him nervous"  Arcanis thought to himself.  Kozai said something about going to Taki.  "You do realize that if my clone followed you out he's probably still on the way to Taki.  But yes I did want to discuss that with you.  However out here in the open might not be a good place to talk.  Meet me at my flat in about 20 minutes. We can talk there."  Arcanis waited for Kozai's response.

Kozai frowned. Could Arcanis' clone really travel that far? Such was the power of Arcanis, hmm.... Well, it appeared that Arcanis already had this on his mind. That was good, it meant that Arcanis probably shared the same suspicions that Kozai did. Well, all this would be revealed in time. Kozai then spoke to Arcanis. "Very well, I'll see you in a few minutes, then." And with that, he ran forward, stepped onto a newly formed disk of water created from the rain, and soared of into the sky, towards Arcanis' flat. They needed to make haste, and take action with all alacrity, should things go wrong in the end.

Arcanis Clone felt a strange feeling.  Like he was being rewriten somehow.  Suddenly he vanished.
