History:Over time Tanbogakure’s wears became known for their high quality craftsmanship, as this developed the demand for wears that were not just crafted with an exceptional level of craftsmanship but also imbued with some degree of special properties became an issue as many of tanbogakure’s craftsman were not shinobi but rather skilled craftsmen with no real control over their chakra, the solution was to have the shinobi of tanbogakure imbue their creations with special effects after their construction for which this building was created

What it does:
Within the Engraving and Imbuement center any village shinobi with the fuinjutsu specialty can place a single seal on a piece of equipment, this seal can be of a power rank no higher than they are and does not count against the number of seals a person can have on their person at a time.
Note that this effect does not stack, an individual can only bring one such enhanced item into combat, and multiple seals cannot be placed on a single piece of equipment with this method.
The village must have a Sealer NPC to use this upgrade, though any eligible shinobi can apply the seals. Seals applied by this are at base power.
A maximum of 10 such seals can be placed. These will be tracked on the Village Updates Page.

If a seal (on  an item) is used, destroyed, or dispelled, a slot is freed up. If a player goes inactive, a slot is freed up.

Please make it so that to use this Upgrade, the Village must have a sealer NPC
The seal on the item is at the base power
And finally, make it so that through this upgrade, ten items may be enhanced with a fuin seal listed on the stat page. If a fuin seal is used/the item is destroyed/the character who has it goes inactive, and a slot opens
