Backstory: A technique where water ninjutsu specialists would suffocate enemies had existed for over centuries. An aspiring genjutsu specialist had thought, "what if they made their enemies believed that without actually drowning them?". The idea behind the technique was to keep the paralysis of suffocating under water thrown at a greater range in exchange for the damage.

What it does: This genjutsu works under the sensory of touch. An enemy that is touching water (salt water, rain water, water from jutsu count) that the user is touching, regardless of quantity, will be placed immediately under the genjutsu when cast. In this illusion, the opponent(s) will see the water they touch slowly rise and spread out across their body until they are in a big bubble of water. Their mind will have them believe they are suffocating in this water bubble, but in reality they are left where they were unharmed and not suffocating by water. They are however, paralyzed from being in the genjutsu believing they are drowning. This technique being a form of paralysis will go by the genjutsu rules that state a paralysis genjutsu technique shall make both the user and enemy(s) unable to move or cast jutsus when enabled. 


What's happening in enemy's head:
1st Post:
The water wraps around the enemy's limbs and any movable parts of the body, binding them. (The genjutsu targets the enemy's mind so any abnormalities that move on the target that they know about will be bound as well)



2nd Post:
The water slowly spreads to the rest of the body, covering the head and air passageways. It's thick enough where the user can't simply drink their way out of it.



3rd Post:
The water surrounding the enemy's body will cause the victim to naturally struggle for breath. If the enemy gasps for air they will believe they are not getting any while in reality they are. The genjutsu targets a stress response at this moment in brain causing them to hyperventilate which they will confuse for drowning as more of the water will be felt pushing through their body into their lungs. (IRL people can hold breath approx 30sec-2m and these enemies are trained killers so this is post worthy)

Hello,

Under new revised guidelines, an A-Rank Jutsu can have a power in between 50 and 69, and would need 5 to 10 handseals. As this jutsu's ower is of 69, the cap of power for the jutsu, I would ask you bump the seals to 10 handseals. 

Please quantify how many posts is "recently" in the part where you say users who touched water recently can be placed under the genjutsu. How will they be placed under genjutsu? Does it need eye contact? Please elaborate on the mechanic behind the function of the jutsu. 

If the technique leads the mind to believe it's suffocating, are the victims of this genjutsu going to actually suffocate? Or if they gasp for air, as the body will do when one is drowning, will they be able to draw air without issue? 

Increase Wordcount to 3900, AP Cost to 48 to Activate, 24 to maintain.

Bump

-added hand seals to equal 10 (Personally think this is a crazy amount)

-Changed recently to last 2 of the enemies posts

-Function was mentioned. Genjutsu uses any of the five senses so this one in particular uses touch (enemy touching water). Maybe I'm wrong, but I have also seen genjutsu activated through simpler less specific means like itachi pointing his finger or the demonic illusions just activating without detail why. Just lemme know

-Changed description to clarify what was being said. The water suffocating the person isn't actually there, but the mind believing it is cripples them by causing them to gasp for air and struggle within the genjutsu. This panic in the illusion distracts the foe from realizing they are just standing there blanked out in reality.

-Increased WC and AP to asked amount

Like you said:
-Itachi points a finger at people to trap them in the genjutsu. You mention if someone touched water they would be trapped. Is this for everyone who touched water? Or an individual? (Right answer is individual, btw). I understand that if the user touched water he will be eligible to be a victim, but how does the caster cast this, is what I'm trying to get.
- Again, if someone is underwater and drowning, the reason why they drown is because they will at one point or another no longer be able to contain holding their breath and will "gasp for air"; being underwater, this means their lungs fill with water and they drown. What I'm trying to get at here is: what happens if they gasp fof air? This is a challenge for you to think on. Let me know when you solve this conundrum (if that's how you spell that).

-Changed it from an AoE technique to an individual technique

-Changed to user having to touch the water at the same time as the opponent.

-Added specific stages of the progression of the genjutsu explaining how the user would be tricked into believing they are bound, tortured with spreading of water, and suffocating.

-Mentioned the response to someone giving up and trying to breath the water.
