Name: Nerve Gas MU-A 33A
Appearance: The vial itself is purple glass with a rubber stopper. The substance inside is a dark purple, odourless and tasteless liquid.
Backstory: The primary purpose of Masashi's work in his lab was combining different ingrediants together that he had collected, to find substances that would heal as well as harm. The combination of ingrediants, labelled 33A in Masashi's research notebooks, provided the following effect.
 
Health:10 (vial health)
Cooldown: N/A
Drawback: Cannot distinguish ally or enemy
Duration: 2-6 posts
Stat Boosts: n/a
What it does: MU-A 33A is a neurotoxin. It enters the bloodstream where it then attacks the nervous system. What makes this particular toxin special is that it is non-lethal, causing drowsiness and unconsciousness. How well this toxin affects a target is based on their health stat:

1-20: The target is rendered unconscious within the same post that the toxin is introduced into their body. The unconsciousness lasts for 6 posts or until the toxin is extracted, whichever occurs sooner.

21-40: The target is rendered unconscious 1 post after the toxin is introduced into their body. The unconsciousness lasts for 4 posts or until the toxin is extracted, whichever occurs sooner.
 
41-60: The target was able to stave off complete unconsciousness, but were not able to completely escape scott-free. The target will suffer a penalty of 20 to their speed, and 25 to their reaction time 1 post after the toxin is introduced into their body. This state of drowsiness lasts for 2 posts or until the toxin is extracted. This debuff effect cannot be stacked with other toxins that provide a debuff to Speed or RT.

61+: The target is unaffected by the toxin.

Those that have a resistance to toxins (ie, skill, bloodline that provides them with poison/toxin resistance), their health = Health + toxin resistance. Those that have immunity to poison/toxins would also be immune to this.

Gaseous Form: When this toxin is converted into a gaseous form (via a jutsu like Poison Mist), how it affects individuals is changed slightly. If the power of the jutsu is greater than or equal to the target's health stat, they are rendered unconscious for 3 posts. If the power of the jutsu is 1-19 points lower than the health of the target, they suffer the drowziness debuff (-20 speed, -25 RT) for 2 posts. If the power of the jutsu is 20+ points lower than the health of the target, they are unaffected. The debuff effect cannot be stacked with other toxins that provide a debuff to Speed or RT.

Price: 2,500 ryo (5 uses per vial)

let's first of all give the poison itself a health stat (put this into health as well) Then let's say in the effect part it has power equal to its base health (that can't be buffed by any means - except when it's corporated as part of a jutsu). namely let's make that number 60

And then instead of being static;

Let's change this part to compare to poison health/power. (i.e. instead of 61+ say "more than poison power)

Add to gaseous form that when it's used in the jutsu, it uses up a whole vial; and the power/health of the poison becomes whatever the jutsu's power is. 

I'm gonna be honest with you here. The static " (-20 speed, -25 RT) for 2 posts" debuff sounds abusable to me, as you can stack a bunch of these type of items and -300/-300 someone with only money as a cost. Let's change the other parts and we'll have a talk about this part (unless you can already think of a way to adress this problem)

Updated the toxin to state that other poisons that debuff stats wouldn't work if they had the same stat debuffs.

As for changing the health tiers, I feel like that makes this more complicated than it needs to be, since you're asking me to do what this already does, but giving the item a health stat that it really doesn't need (ie, giving a liquid a health stat would mean that it could potentially block things that it shouldn't be able to block due to power/sharpness being lower than the health of the item).
