Backstory: Any Taijutsu and weaponry user knows the risk of charging in to engage in close quarters combat on an enemy who's expecting it. This is a technique developed to throw enemies off guard in order to allow for a swifter, easier way to engage in close combat.

Appearance: Hitting the surface of the ground or floor with a limb or a weapon that is being held in a hand.

What it does: The user strikes the ground with one of their limbs or with a weapon that they are holding. If they choose to strike the ground with their foot, they must raise their leg so that their thigh is parallel to the surface before striking the ground with either their heel or the sole of their foot. By doing so with precise control over both the strength for which they strike the ground with and the angle at which they are hitting it, the user can direct the applied force to a specific region of the surface which they are hitting. The force can cause a desired region of the surface to raise by an inch with enough push to potentially cause those who are standing on that location to be sent soaring up into the air.

The swing, no matter what it's being performed with can be performed at the user's swing speed. The force travels through the ground towards the desired location at a speed equal to half the user's swing speed.

The area that can be affected can be no larger than 20 meters in diameter from the center point chosen by the user. The center point must be within 50 meters of the user. The 20 meters of affected area cannot reach outside of the 50 meter range of this jutsu. Only one region can be affected by this jutsu, cannot have multiple regions within 50 meters of the user being affected. 

Those standing on the surface of the affected zone must beat a strength resist. If their strength is greater than the power of this jutsu, they can resist the force applied beneath them. If not they are launched 20 meters into the air. In any case, this jutsu cannot be resisted by surface walking.

I think you forgot to put in the power of the jutsu ^^

Let's also actually put in a speed where the "Jutsu" travels through the ground in that 50m and it's not instant.

Added missing power.

Also added that surface walking cannot resist this jutsu.

Im going to argue against adding a speed. The intention of this was to make it instant kind of like Earth Moving Core. Given that it can already be resisted, I think adding a speed makes it too easy to avoid and almost makes this jutsu useless.

Fair point but here's the deal, since there's no handseal (fair, since tai/wep techs shouldn't have one), no clear start-up (users can vague this into any step they take being a potential use of the jutsu), there is no visual indication of threat, as the earth under the target's feet would instantly attack them;

It potentially makes this jutsu an instant 120-power pseudo-insta-hit (in a 20m-diameter area no less) attack that you might not even be able to tell is happening. I don't see any counterplay, which worries me. If you don't like adding speed, I'm open to your ideas for counterplay. (i.e. making the action needed to perform the technique more specific and visually telling could be the answer - again, attacking the ground is vague and open to abuse)

If you don't agree, you're always welcome to a second opinion of course.
