What it does: From Wiki-This is a fusion technique (融合術, Yūgōjutsu) where the user employs Water Release and Lightning Release. After releasing a large water wave from his mouth, he then forms the Lightning Release seals, thereby mixing a lightning strike to the water. If this techniques hits an enemy, they instantly receive an electric shock.

With a Water jutsu being Spewed from their mouth they then activate this Lightning Jutsu to electrifiy it, if anyone besides the user touches the water they are paralyzed for a single post if they do not have the Health Equal to the power of this Jutsu or more.
